Is Excentral a scam broker?

I was scammed by Excentral, Cyprus.

Cypriot police sent me to Czech police who deny the scam and refuse to cooperate, although Excentral lost their licence, they are on Black list and were fined a penalty for their suspicious activity. What can I do?
